Car buying guide procedure, contract and license plate

    You need to check whether you have and do all the following things.

    1) Purchase Invoice

    It is the most important proof of purchase and one of vouchers when applying for license plate. Therefore, be sure to ask for purchase invoice when buying the car and confirm its validity.

    2) Qualification Certificate

    It is another important and necessary voucher.

    3) Warranty Cards

    According to regulations, warranty cards can make sure your car may get free service when it goes wrong within a certain time and mileage because of quality problem, excluding the easy worn out parts.

    4) Car Driving Manual

    The driver should drive the car according to the Car Driving Manual. Otherwise, manufacturer will not cover the cost of damage. Car Driving Manual also specifies the main technical parameter of the car and technical data for maintenance, which are the basis for car repairing.

    5) Additional documents

    Some cars have separate manual for engine and others have special regulations for optional equipment. Be sure to request the dealer for relevant vouchers.

    6) Check the brand.

    7) Check the only legal mark of the engine number, chassis number, quality certificate and production date.

    8) Check whether there is a consistency between the type, power, number of seat and engine etc. in the manual and those of the physical car.

    9) Check the model type

    For example, Changan: SC1017XA. In this model type, 1 stands for truck, 6 for minibus, 7 for saloon car.

    10) The easily ignored details by the dealer

    When to pick up the car? What about car maintenance and the after-sale service? What if the dealer violates the contract? Is the free maintenance based on the time or the mileage?...

    The consumer should pay attention to these details when signing the contract.

    11) It is illegal to tie the sales of car insurance in with car purchase.

    After buying the compulsory insurance like Collision & Damage Waiver and the Third Party Liability Insurance, the consumer has right to choose categories of insurance and insurance company.

    12) Contract should stipulates

    1. The brand of the car, engine number, chassis number, and so on.

    2. The price (the price of the car or the price including license plate), the way of payment and time limit.

    3. Car delivery and time limit.

    4. The treatment of disputes about quality and disagreement.

        6. The responsibility when contract is violated. It should specify the liabilities when a party fails to perform its obligations under a contract, or its performance of the contractual obligations does not conform to the agreed terms.

    7. The settlement of disputes like arbitration, lawsuit, the jurisdiction of the contract. For example, the place where car purchasers residence is registered, the place where the business license of the dealer is registered or other place designated by the two parties can all be stipulated as jurisdiction in disputes.

    8. The details of the dealers responsibility in the contract which is often ignored by the dealer. The purchaser should pay attention to protecting his own right and make sure the equality of right and duty between the purchaser himself and the dealer.

    9. It is important to choose the dealer with strength and credit because the credit of the dealer is closely related to the fulfillment of the contract. When buying the car, dont forget to check the background information about the dealer, such as enterprise legal person license, registered capital.           

    Be sure to check whether business location is consistent with the registered location in case of commercial fraud.

    14) Apply to the vehicle control departments for temporary vehicle license plate with the presentation of purchase invoice

    A lot of car dealers provide package service including applying for temporary license plate.

    15) The purchase invoice will not be valid until you present it to the industry and commerce department for examination and have it sealed.

    16) Examine the vehicle

    The newly-bought vehicle should be examined in the designated Vehicle Examination Centre. The license plate can be obtained until it proves qualified after the examination. Be sure to bring certificates, invoice, your ID car and conformity certificate.

    17) Pay surcharges

    1. The sealed original invoice and its two copies

    3. Your ID card

    4. Cash payment

    5. After getting license plate, you need to go back to the toll division with driving permit of vehicle and the invoice to set up the file. One of the working personnel will fill in the number of the license plate and seal it which means it has been documented.

    20) Obtain the license

    Be sure to bring the purchase invoice, your ID car, insurance policy, purchase cost, and conformity certificate of vehicle examination

    21) Set up the file

    Go back to the surcharge collection division to set up the file and then go the local tax office to pay the tax on the use of vehicles and ships in order to get Tax plate.

    22) Your driving license should be registered at the same time
